How-to: notify your products in the CPNP
The Cosmetic Product Notification Portal (CPNP) is an online EU-platform. Through the CPNP, Responsible Persons are required to notify cosmetic products that they place on the market.
Legislation
Regulation (EC) No 1223/2009 (Article 13) requires that the responsible persons and, under certain circumstances, the distributors of cosmetic products submit some information about the products they place or make available on the European market through the CPNP.
How to notify products to the CPNP

The CPNP comprises the following 3 parts:
- Creating an EU account
- Creating or gaining access to an organization
- Notification of products
Creating an EU account
The first event that needs to happen is that a User is registered with the EU. An EU-account is very secure, so memorize the password very well. A tutorial is how to create an EU log-in account can be found here.
Creating or gaining access to an organization
With an EU-account, a User can then create or gain access to an organization. CPNP notifications are done at the organization level. Users outside the Organization can request access to the organization, which has to be approved by an EU-account within that Organization.
A User outside the Organization can only see the notifications performed by the User; the other notifications done by other parties including the Organization itself are not visible. To request access or to create a company a tutorial is published here.
Notification products
Lastly, the User can notify products and see previous notifications.
The last step is to actual notify the product. This is done by logging in using the correct Company name. This should reflect the Responsible Person name as indicated on the labelling of the product. Each product has to receive a separate notification. An important thing to note is that shades are an exception to the rule (shades refer to cosmetic products with the same base formula, but with different color pigments (CI-pigments)).
A multicomponent can consist of multiple products, this forms one multicomponent notification.

Select single or multicomponent. If multicomponent is selected, steps 2-5 are for each component. For new components, click ‘add new component’.

IMPORTANT: for multi-components, it is not necessary to upload artwork or packaging to each component; just adding it to the frontpage is enough. This saves a lot of time

Add contact person + administrative data about the product.

Add nanomaterial if present in your product

Add CMR data if needed for your product

Specify product type + add formula page (.pdf)

Add artwork + product image (.pdf/jpeg). Note: Maximum file size here is in total 2 MB.

Notify!
If one step has not been completed, the system will notify you. After your notification is complete, you can generate a PDF file, by clicking on the 'PDF'.
This PDF file can be uploaded in the SkinApp for the CPNP part and we will process it.
