New regulations for sustainable packaging in Spain
Under Royal Decree 1055/2022, which has been in effect since January 1st 2025, the Spanish government has introduced new measures. These measures are aimed at improving the waste management and packaging sustainability.
1. Labeling
• Cosmetics packaging must now include clear disposal instructions for consumers. This means it contains informations about the reusability of the material and where it should be disposed once it becomes waste.
For multi-material packaging, the following applies:
• Separable components: each packaging part should have its own specific disposal instructions.
• Non-separable components: the labeling should be reflecting the primary material used.

2. Potentially mistleading claims
Unless you can substantiate it by evidence and certification, terms/claims like ''environmentally friendly'' or ''eco-friendly'' are prohibited.
3. Producer registration
Companies that sell their cosmetic products in Spain are required to register with the Product Producers Registry (PPR), which is overseen by the Ministry for Ecological Transition in Spain
4. Single-use plastics (SUP)
Single-use plastic packaging will have to be marked according to the specifications of Regulation 2020/2151
